-----------------------------------------------------

Euro-demonstration 29 September 2010 : "No to austerity – Priority for jobs and growth! "

The European Trade Union Confederation is staging a European Day of Action on 29 September next. This Day of Action follows a decision by the ETUC Executive Committee on 1 and 2 June. It will be made up of a Euro-demonstration in Brussels and trade union actions in the various European countries. The European trade unions will be demonstrating against the austerity measures adopted recently by many European countries, and to demand recovery plans in favour of quality jobs and growth.

What is really happening in Greece and why the propagation of such practices should be prevented

A group of people having lived in Greece and Belgium explains

Diluting Myths

Myth 1: Debt crisis occurred because Greece has a ‘bloated public sector’

The Greek debt crisis is often attributed to the country’s ‘bloated public sector’. To start with, Greek public expenditure as a percentage of GDP is below the Euro zone average, with the corresponding German and Belgian figures being much higher[1]. Between 2002 and 2006 public expenditure shrank, only to start rising during the global recession, with the bank bailouts being the main contributor to this increase.

A large part of the financial press attributed the crisis to ‘excessive’ government wage expenditure as a percentage of GDP. This figure drifted from 11 per cent in 1995 to just above 10 per cent in 2008 in the Euro zone, but rose from 10 per cent to over 11 per cent in Greece[2]. It is obvious that the existing deficit cannot be justified by this mere 1% increase.

Irrational public spending on armaments has always been there, and therefore it cannot be held liable for the deficit crisis; it is however one of the factors that have deteriorated the country’s finances. Some German and other politicians that have complained about the ‘excessive solidarity displayed towards Greece" miss the point that their own countries are at the same time depending on the Greek military spending to support their military industries.

The current deficit is mainly due to the inability of the state to generate tax revenues, rather than due to increased spending[3]. The reduction of corporate tax rates and the illegal tax evasion by big corporations and wealthy individuals has brought the Greek deficit at its present heights: it is estimated that €20 billion are still owed today to the Greek state by no more than 8,000 persons and businesses recorded to have committed tax fraud[4]. This is twice the amount of debt that Greece had to service by May 19. [Trade imbalances have also very severely impacted tax revenues. This is not only due to Greek governments’ policies but also to EU policies.

Structural weaknesses of the Greek economy exposed it to speculative attacks. But who is to blame for these weaknesses? The continuous austerity regimes of the last decades, also linked with the European liberalisation agenda and the country's entry into the Eurozone, have led to a superficial and short-term development rather than a real one. "Development" was supported by sectors with no long term perspectives, like transportation of commodities and selling away public property, to the interest of a small Greek elite. The Greek governments' obscure reporting of Greek public finances is also to blame. But they were not alone on this: the mess has been created in cooperation with global banks like Goldman Sachs, which was hired as a consultant by the Greek Government, and is now under legal inquiry in the US. Eurostat has been quite inefficient in assessing the Greek data and EU governments preferred to ignore serious indications of a falsification, as it was not in their interest to open up this dossier before reaching the edge of disaster[5].

The defiicit crisis took its gigantic dimensions only when speculators chose Greece as an intermediary target to speculate against the Euro. Financial speculation made the cost of credit skyrocket and the deficit unbearable. In fact, the absolute size of the Greek debt is small (compared to the one of Italy for instance) and therefore easy to manipulate. Secondly, the attack against Greece was just a matter of timing. Greek bonds were due before the Portuguese ones. It is also worth noting that speculators included large French and German banks, holders of the biggest part of the Greek debt[6]. Deutsche Bank has continuously published disaster scenarios about the situation of the Greek economy since the beginning of the year and lobbied for the continuation of speculation through Credit Default Swaps[7]. Many EU governments turned a blind eye to such speculation, as they estimated that this could serve their big export businesses. The cost of credit has reduced for Germany because of the Greek debt crisis, and cheaper Euro made its exports rise again giving the German economy a way out of its worst recession in 40 years. Italian prime Minister Silvio Berlusconi has recently stated that he doesn’t worry for the fall of the Euro since ‘it’s good for Italian exports’. The French finance minister has said that the French state will even make profit from the Greek loan[8]; this does not sound as a display of solidarity to a Euro-zone country that has found itself in trouble.

IMF GO HOME!

The austerity and restructuring measures that are being imposed to Greek citizens as a condition for the IMF - Euro zone loan are set to dismantle the country’s social infrastructures. Those are already in poor condition due to the prolonged implementation of austerity measures and clientelism cultivated by the successive Greek governments

The entry of Greece in the monetary union in 2002 sparked an increase in prices of goods to the same levels as in Belgium, while wages are half those received in Belgium; thus, the purchasing power of the average Greek consumer is currently lower than the average in the EU-27. When the cost of living is almost the same as in Belgium, the majority of young people working in Greece earn only EUR 700 (the same stands for University graduates), while 40% of young people are unemployed.

The IMF - Euro zone program reduces the basic wage for young people to around EUR 600. Using as an excuse the “privileges enjoyed by the public sector employees” (which constitute only 20% of the workforce and already receive lower salaries than their colleagues in the rest of Europe), they abolish the 13th and 14th salaries (thus reducing the annual income of an average employee with decades of service from EUR 22,000 to EUR 19,000). It also abolishes the 13th and 14th pension for all private and public servants. The new austerity measures will severly affect private sector employees, as wages will freeze, while the VAT rate is simultaneously increasing (from 19% to 21% already, further increase to 23% currently considered by the government). Clear intentions have been displayed towards the abolishment of the collective fixed term employment contracts. The recent pieces of legislation bring a massive increase of legal limits of discharges. On top of this, there are thousands of public and private sector employees in Greece who have not received any salaries for several months now under the pretext of the financial crisis.

Public funds spent on health and education services keep shrinking, and currently they amount to a smaller portion of the state budget than that employed to serve the repayment of the debt interest. It is estimated that the IMF - Euro zone loan will increase the debt of Greece from 125% to 150%, driving the country's economy into a long-lasting recession. The deterioration of the existing social policy, health and education standards will have devastating consequences for the decades to come. If the proposed austerity measures are implemented, the future generations in Greece will be radically poorer than their parents, both in a material and cultural sense. This is what happened in other countries where the IMF intervened (e.g. Hungary).

The IMF-Eurozone loan is not helping the Greek people

It is an outrageous and enslaving loan (5.5% interest charged by the Euro zone) that aims in dismantling any sense of social cohesion and solidarity. It is the result of continuous blackmail from the monopoly of the three main evaluation houses (Moody's, Standard and Poor's, Fitch). Hardly any government in the world can efficiently react once it has been purposefully targeted by these agencies.

This loan has not been offered in order to help Greek people service their debt; it has been elaborated in order to rescue the banks and save at all costs the common currency even if this has to be done at the expense of the people.

The destructive policy currently implemented by the Greek government must be avoided by other European countries, such as Spain, Ireland, Portugal and also Belgium. In Belgium in particular, under the pretext of linguistic differences, the plan to dismantle the welfare state is already underway.

Who we are - What do we want

This initiative is led by a group of Greeks living and working in Belgium, accompanied in their efforts by people of various nationalities residing in Belgium; people who understand the importance of the current struggle in Greece, and the implications it will have in future social rights policies in Europe and the world.

By means of this initiative we want to voice the following:

  • Our Solidarity to strikers and demonstrators in Greece

  • Our Denunciation of government state repression: the violence used by the police against people protesting peacefully for their rights, the undercover police and para-state groups that mingle in the demonstrations in order to tarnish them.

  • Our Repugnance for the crime that led to three people losing their lives during the demonstration of May 5th, a crime of which the perpetrators remain unknown. It is only fair that the owners of the Bank where the incident took place bear part of the responsibility, since the building breached all safety regulations.

  • Our conviction that there is a viable alternative to the IMF loan: it is the Renegotiation of the Greek debt, on the basis of safeguarding the standards of living both in Greece and throughout Europe and not the profits of banks.

  • The need for Defence of Public Services and Social Rights

  • The demand for the crisis to be paid by the ones who provoked it and then benefited from governmental financial aid, i.e. the private banks.

  • The call for Democratic control over banks

  • The need to Regain democratic control and people’s sovereignty over monetary policy
